【摘要】:A.CoveredSeeFigure011-1.TheNESCcovers:1.Supplyandcommunicationfacilities(includingmetering)andassociatedworkpracticesemployedbyapublicorprivateelectricsupply,communications,railway,troHey,streetandarealighting,trafficsignal(orothersignal),irrigationdistrictorothercommunityownedutility,orasimilarutilityintheexerciseofitsfunctionasautility.2.Thegeneration,transmission,anddistributionofelectricity,lumens,communicationsignals,andcommunicationdatathroughpublicandprivateutilitysystemsthatareinstalledandmaintainedundertheexclusivecontrolofutilitiesortheirauthorizedrepresentatives.3.Utilityfacilitiesandfunctionsofutilitiesthat(a)eithergenerateenergyorsignalsoracceptenergyorsignalsfromanotherentityand(b)providethatenergyorsignalsthroughadeliverypointtoanotherentity".4.Streetandarealightsthatprovideasupplyoflumenswherethesefacilitiesaresuppliedbyundergroundoroverheadconductorsinstalledand/ormaintainedundertheexclusivecontrolofutilities(includingtheirauthorizedcontractorsorotherqualifiedpersons.5.Utilityfacilitiesandfunctionsonthelinesideoftheservicepointlocatedonpublicorprivatepropertyinaccordancewithlegallyestablishedeasementsorrights-of-way,contracts,otheragreements(writtenorbyconditionsofservice),orasauthorizedbyaregulatingorcontrollingbody.Agreementstolocateutilityfacilitiesonpropertyarerequiredwhereeasementsareeither(a)notobtainable(suchaslocatingutilityfacilitiesonexistingrights-of-wayofrailroadsorotherentities,militarybases,federallands,NativeAmericanreservations,landscontrolledbyaportauthority,orothergovernmemaiagency)or(b)notnecessary(suchaslocatingfacilitiesnecessaryforrequestedservicetoasite).6.Wiringwithinasupplystationorinanundergroundfacilitythatis(a)installedinaccordancewithPart1orPart3ofthisCodeandmaintainedundertheexclusivecontrolofutilitiesand(b)necessaryfortheoperationofthesupplystationorundergroundfacility.7.Utilityfacilitiesinstalled,maintained,andcontrolledbyutilitiesonsurfaceorundergroundminesites,includingoverheadorundergrounddistributionsystemsprovidingserviceuptobuildingsoroutdoorequipmentlocationsonthelinesideoftheservicepoint.8.Similarsystemstothoselistedabovethatareundertheexclusivecontrolofqualifiedpersonsandauthorizedbyaregulatingorcontrollingbody,includingthoseassociatedwithanindustrialcomplexorutilityinteractivesystem.B.NotcoveredSeeFigure011-1.NESCrulesdonotcover:1.Utilizationequipmentorpremiseswiringlocatedbeyondutilityservicepointstobuildingsoroutdoorinstallations,or2.Undergroundminewiringorinstallationsinships,railwayrollingequipment,aircraft,Ofautomotiveequipment,or3.Luminairesnotinstalledormaintainedunderexclusivecontrolbyutilities,or4.Industrialcomplexorutilityinteractivesystemsthatarenotcontrolledexclusivelyunderutilitiesorqualifiedpersonsorarelocatedonthepremiseswiringsideoftheservicepoint.
